Was wondering if all the seals in the timing cover can be replaced WITHOUT removing the timing cover? I don't have the tool to remove the cover.

I would say it's possible but it would be much easier to remove the cover... What special tool are you referring to? I can't think of any that are needed to remove the timing cover apart from the rotor removal tool and you'll need that anyway if you're going to replace the crankshaft front seal...

ALL the seals???
There are only 2 seals, crank and cam.
Both easily replaceable with the cover in place.

Actually, there are 3 seals. Crankshaft, Camshaft and tachometer drive seal. Since the front timing cover is pressed on over the crankshaft bearing you really need the special tool to safely remove the cover. It bolts on where the alt housing goes and there is a bolt in the center that mates with the nose of the crankshaft. Tightening the bolt removes the cover evenly and easily. Here is a pic of the tool I made to do this. I went ahead and replaced the timing chain, tensioner and spring while I was in there.

Oh, ya, I forgot about the tach cable seal.
they stopped having those around early '80's when they went to electronic tachometers.

Don't remember for sure, but I'm pretty sure the tach cable seal can be replaced with the cover in place.
It's always good to pop the cover off for inspection, but my point is that is does not have to be removed if the object is to just replace the seals.
A rotor puller tool (official or improvised) is necessary.
That's a cool cover pulling tool, but I would not let it's absence slow you down.
I've removed hundreds (literally) of these covers over the decades with ease.
A touch of heat around the bearing housing and they always pop right off with a few light taps of a plastic hammer.

I was scared to try and remove any of the seals for fear of damaging something with the cover on so that's why I removed the it. I wanted to have a look at the chain anyway which I went ahead and replaced. That part of the job had its woes as well, NO master link in old chain so it has to be cut off. VERY tight space in which to work. Hardest part is installing the TINY c-clip keepers BUT I got it done.
