Most high tensile bolts have a rolled thread - I would be reluctant to cut a thread one one.

Not easy either, the roll forming puts a hard skin on the bolt which tears rather than cut, in my experience.

That will be my problem with using modified stock screws,
and the reason to search for a replacement ...
Today's project: Measure the angle of the hub's tapered seat.
If it is (the Euro automotive standard) 60º – then a BMW auto lug-screw can be used.
These are available as a flanged hex head, partially threaded, 10.9 rating, M12-1.5 x 45.
and only the length will need to be shortened by 2 mm.
The "cone" would be integral, however ... ?

FWIW - I just measured the angle on one of the wheel bolt "cones". It is 60 degrees.
I've spent most of my money on women, motorcycles, and beer.
The rest of it I just wasted.

With your info, dougie, I found some screws that will work !
Black nickel coated M12-1.5, 10.9 rating, 27 mm shank
(length of cone must be subtracted to get shank length) –
BMW auto lug screws. Perfect !
