Good tip thanks Dan. I will try it.

Found at least part of the problem, one cable is catching at the carb top; the sheath not staying down on its seat. I need to do some re-routing and fit those little rubber sleeves. I've only just started a new job .. but a day off right now would sure be nice to do some tinkering.

One trick that is a good one in these circumstances is to stretch the spring (easy when disassembling) and then insert nickels or some other coins between the coils. For a new spring this can be more difficult but usually you can accomplish the task by deflecting the spring and inserting the coins where the coils open up.
