I hate to un-degrade but while it seems like an 18" tube of a size narrow enough for the front tire would do for either, I'd carry the correct front size. As the tube gains girth during inflation, the inside diameter will shrink (overinflate it as suggested by Ken in Oklahoma and you'll see this happen). This should make it fit the rear tire pretty well. I think that would work better than using a rear tube for the front.
Disclaimer: I've probably installed more tubes in tires than anybody else here on the site. That still does not mean I know anything about tubes/tires compared to somebody on the internet. So, if you read something on the internet that doesn't agree with me, you should do what that guy says.
