Identification numbers

On the steering head under my frame/vin number is this: BMW R100 10 R-0251
What does this mean? I don't think it's a paint code.

My 9/77 built '78 R100/7 says the same thing. I've not see it deciphered before. I can only guess that it has something to do with EPA requirements in the US. That all came around with the '78 models...interesting to see if someone with an earlier model has something similar.
