I want to fit an "S" style fairing to my R80/7 whos handlebar / instrument arrangement currently looks like this.
Can the Voltmeter and clock stay in their current position or would I have to find a dash and mount them in that?

How long is a piece of string? Unless you have decided which fairing you are going to use, then the question is pretty meaningless, different fairings have different fixing systems, dashes and other factors.
If you're thinking of using a stock BMW 'S' fairing or one of the accurate clones that are available, then there are openings for the aux instruments in the dash and that's probably the best place for them. If, on the other hand, your fairing doesn't have the ports then, unless you can find someone who has fitted that specific fairing with pod mounted instruments, you'll have to try it yourself and see...

Also, the mounting brackets for a BMW "S" fairing attach to the upper triple tree. The bracket is held by the upper fork tube cap, so your dash pad would either need to be removed or cut. The lower "attachment" is the directional stalks. The "S" stalks are longer, so you'd probably need them as well in order to put the bushings and retaining caps on it.
As Rob said, you're probably better off moving your aux gauges to the OEM location in the S fairing dash.
Can't tell by the picture, but depending upon the rise of your handlebars, you may need to swap them out as well. Although not as low or narrow as a factory RS bar, the S bar is lower than a standard /7 bar and may interfere with the fairing. Maybe not, as it's probably wider and the hand grips and mirror stalks may clear.

The other point I'd temporarily forgotten (it's me age you know...). The brackets that hold the OEM instrument pods are the same ones that attach the OEM 'S' fairing so it would probably be impossible to mount an OEM fairing with those pods in position.

Yep , thanks blokes , after my initial post , I kind of figured out that the guage brackets will become part of the fairing mount.
I have some "s" handlebars and longs stem indicator brackets. The fairing is an "S" replica (I think) , its hard to get a good picture of these things
