Water in front drum

Yesterday, we had 1"+ of rain in an hour or 2.
My bike, with /5 front drum, was outside and when I went to ride home (in a light rain) I had limited front brake.
Seemed to be water in the drum, only other time it did this was after washing it and that was the cause.
Question, is there supposed to be a drain hole, so this doesn't happen, that may be plugged?
Or could something else be "off" to make this happen?
Or is it just what happens?
I'm thinking it was made worse by being on the sidestand with the front wheel turned to the right which positions the brake plate side angled to catch the most water.
