Looks like it denotes the British and European urban speed limit, and makes it easier to stay within the law.

Yep. that's what it means. (Mine's got it too...original Munich bike)
Except in a lot of places where I went in UK a couple of weeks ago, I saw signs that said "Twentys Plenty". That's 20mph, btw...

Thats just the speed limit of 50 km/hour. In my car there are red lines at 30 and 50 km/hour.
