Those rules apply to everybody. Just yesterday I was about to enter the parking lot of our library. Two high school kids were crossing it, but not quite together. I could see that they were sleep walkers, so I hesitated and was right, one changed direction without looking and had I not allowed for that possibility, I would have hit him. Neither had looked either way before proceeding. Darwin award applicants.
Once in the library I found and explained it to him and his buddy. He wasn't even interested, but at least the buddy listened and thanked me, so at least one of them got it.

Duane , having once seen a 25 something girl sleep walk across a traffic crossing straight into the path of a car I am acutely aware .She bounced up the front of a car then down and landed on the tar like a bag of broken bones, a doll that some child had broken. I can still see it if I close my eyes.

It reminds me of the riders that wear all kinds of Hi-Viz gear. They ride as if people can see them. It's a nice notion, but not an operational concept for rider safety. Riders just need to believe, with evangelical conviction, that they are invisible when riding a motorcycle. That is the way. I believe.
