Always Hot (pin 30) in Headlight switch

I have an early /6 (no headlight relay) and am adding a relay (the matchbox relay)
Question - what is the purpose of the Red (unswitched - always hot) wire going to the left (headlight/horn) handlebar switch? (Pin 30 on my diagram)
Did the "flash" function (down) always work on that switch, regardless if the key was on?
That's the only think I can figure out since some cars do that too.
Mine doesn't work like taht so it's been altered/changed/broke at some point.
