See what looks like a screw or bolt head at the other end of the filter cannister? Does anyone know what it is? I'm wondering if it's a fastener for the cannister?
I've only ever read that the cannister is an interference fit at that end.

The large oil tube (canister) is pressed into place,
the smaller diameter tube inside (the canister) is threaded,
at least on later (/7 +) models.

Not sure about the hole –
The '81 block that is available in my garage to view does not have one.

Maybe a PO was paranoid and installed the screw to secure the cannister even better.

What year engine is this you have in the fixture?
Knowing THAT might help us.
Tell the serial number and size (R75, 60, 90 ?)and we''ll have more to go on.

Dunno, it's not mine. I came across the pic looking for something else. The notes in that site say a monolever R80RT with a 100 motor in it.

After reading Vansen's post I wonder if George had it right?
