Front drum brake cable grommet question? /5

A question for the /5 folks.
I know the small retainer on the left side headlight ear is for the brake cable.
But how and where does this rubber grommet and wire loop go? :
I'm debating if i should even bother installing it or not on the bike I am putting together.
It looks like it might connect to the lower triple tree nut right next to it but i can't figure out how.
