I'm putting together a basket case R90/6 ( first BMW ) and it looks to me like I will need some spacers between the fork brace and the front fender. Is this normal?

Interesting, I have two 1975 R90/6 and neither one of them have item 14. And note that item 2 is a carriage bolt that fits into a square hole in the brace. Sometimes these can disappear over the years.

Item 14 looks like it belongs to a 75/5 model.

#13 & #14 aren't included on the 90/6 list either.
They are on the 75/5 list .. pn 46 61 1 230 377 BRACKET UPPER $299.00

...and @ RealOEM.com
Part 46611230377 was found on the following 2476 vehicles:

R50/5-R90S 69-76, R50/5, N/A, , EUR, (0240) : Mudguard front
R50/5-R90S 69-76, R60/5, N/A, , EUR, (0250) : Mudguard front
R50/5-R90S 69-76, R75/5, N/A, , EUR, (0260) : Mudguard front

I'll interpret that as for the /5's that existed within the R50/5-R90S 69-76 era? Best to delete them from your requirements jbensaab.

Thanks, I was wondering about that as well, as mine doesn't have that, even thought is a basket case, it didn't look right.
