Hmmmm. Maybe you got it. I just tie the front down while it's on the stand at waist height.

The boots can stay on, though, right? Anyhow, here's the nearest thing I can find for the tool. It appears to prop the bike up level (both wheels off the ground) when used with the luggage rack. I've never had to use it, either. I think it's some sort of propping device. I've been all over this bike for years and have no idea what it does. I got it with the bike back in '02. Got me.
