Well it did come off - by heating the flange 'till it was red and quickly putting the tool on and it came off easily.
Of coarse the tapers are knackered - any suggestions there?
Another question - why are there green paint marks on the gears?

On the last one I did it was a bitch to remove. More so than any other ones.

After the heat/quench cycles etc etc and 4' breaker bar I hauled it over to my buddy's shop. Once bolted down he used a air powered hammer air gun and BANG it popped right off. Maybe just luck but, the hammering motion (selectable on this air wrench) I think was the difference...said he had it set at around 150 ft lbs of torque. Couple of quick blast and it was off.

So i you have one or know a shop that has one give it a go! :D

Somebody probably put the flange on without cleaning the taper. Or maybe even oiled it up before putting it on. The tapers should be clean (with alcohol) and dry before installing.
