What happens to the performance of the bike if the USA mandated pollution tubes are removed and the holes plugged?

Pretty much nothing. You lose some minor weight and complexity, but there's no real measurable impact on performance. Mostly you get rid of some coarse engineering of (dubious) positive environmental impact.

I agree there isn't a performance gain. It does clean up the engine's appearance
and makes it easier detail clean. Not having the crap in the air box when you need
to remove it or loosen it to replace the fuel cross over or battery is a plus too.

An oil drain plug is a perfect fit to close up that gaping hole in the head.
Use a crush-washer and blue Locktite thread sealer.

the crush washer part number is 07119963252.
for the airbox gaping holes use the AIRHEAD timing plug rubbers.

If nothing else, you will get ride of that annoying "popping" sound when you let off of the accelerator.
