It's a rat tail file.
I use tubeless tires. A small puncture hole has to be adjusted to be able to insert a tire plug.
I find that a rat tail file works better than most tools made specifically for this purpose.

The short tire irons work OK to change a tire away from home.
(Only because I have Herculean strength, not recommended for wusses).

I grew up there. Actually raced bicycles on that track, when it was still called Bryar and before they destroyed it with that fuckin' NASCAR oval.

One of my most vivid morbid memories of the no helmet law "Live Free or Die" state of New Hampshire is seeing a helmetless girl fall off the back of a wheelie-ing Harley and crack her skull open on the pavement. I think she died in the ambulance.
Ironically, she was wearing a "Helmet Laws Suck" T-shirt.
