piston rings

I posted a search for piston rings for a 78 R100/7 a few weeks back. One source noted was Motobins. They have a set that are listed as 0.25mm over. Heres my question: I was planning on installing new rings without any cylinder boring. Do I still need to use rings marked 0.25mm over?
