This what one of the taps looked like when I drained the tank. Bear in mind that the "crap" is on the inside of the filter. Yes I did check for thus crap in the float bowls and seems not to have come down through. I also have fairly new filters in the fuel lines so they are doing their job.

Native/5, only the sleeve is screwed in place. the needle STILL has a clip and grooves for the clip and can float free inside the recess in the bottom of the sleeve.
The sleeve is a CAP over the needle end. It does NOT hold it rigid.
