The beauty of that front brake is that you can adjust for lift, neutral or dive by adjusting the angle of the caliper link.
That is more than enough brake.

The rear-sets might have been a requirement to be stretched out over that long tank.

I think the brake set up is like that to prevent locking the suspension when they are applied hard.

and would rather ventilate the starter-motor .... if anything.

You're probably right, but those holes are below the engine badge. I haven't looked where the engine badge is on my /7 but certainly the starter cover mating point is above the engine badge. The starter cavity does have a well associated with it, but I didn't think it went that far down. Those are some pretty big holes.

That area (where the holes are drilled) is essentially the bottom 1/2 of the 'starter housing'.
Notice the relationship of the actual 'crank-house' relative to the top of the cylinder spigot
and the height of the dipstick on a Type-247 with it's 'starter housing' completely removed:

The bottom edge of the "engine badge" would be located at a height approximately
consistent with the remaining machined horizontal surface seen above the dipstick.

And they are ABOVE the stock starter motor area drain holes that are on either side of the block.
