A plausible result from the knowledgeable people at http://2-ventiler.de who suggest it was originally envisioned as an earthing point for the tank which sits over the main wiring harness and relays, and to further reduce radio interference on motorcycles so equipped.

That's what I was thinking. Were these bikes used by the "authorities" in Europe? I know there lots of additional parts on /5 police bikes for the specific purpose of reducing radio interference.

They have been used by "authorities" all over the world. BMW would run off a custom production run in order to satisfy any customer.

Most of the accessories that were used were shown in the parts book, but not all.
Ask the Indians what happens when you don't control immigration.
