Oops, got me.

In this case we have the expectation of action by the governing body in charge of this issue. That they fail to do the job shouldn't be a surprise to anybody at/over middle age, as it happens just about everywhere in every case. It took me some years to realize that just about every government program achieved the exact opposite of the mission statement.

Then I spent some time in the communist countries and saw total breakdown of every aspect of government and realized that we were on our way here too. It is just a matter of time for us. Our bill of rights is being dismantled in recent years. The rule of law is going away. Some of my friends in formerly communist countries comment that they have more freedom than we do now. In some cases they are right.
