Hey Duane,
I thought I had mentioned that I did try putting a few ccs directly into the cylinder. It'll fire up momentarily, but no differently than without the direct gas. With the petcocks on It'll fire the same way, but won't actually start to run beyond the sputtering and white smoke. What do you think might be the next issue to check after gas flow?

Put a bit more than a few cc directly into the cylinder. It should run for a couple of seconds before running out of fuel. If so, that means that you aren't getting fuel into the combustion chamber. I don't care that you find the jets open, or that the float chamber is full.

Your problem is still a fuel delivery issue as Duane has said. Seems like when bikes sit with this new crappy fuel with corn STARCH , it really clogs things up.
I would suggest taking carbs off and completely disassemble then and soak them in a carb cleaner like Berryman's. After soaking and cleaning I would run a fine wire into every small orfice of the carbs body looking for clogged passage. Blow them out with compressed air. If no compressed air use a carb and choke cleaner aerosol and shoot fluid into passage till you see it exit out somewhere in the body.
Seems as if the fuel is not getting atomized due to lack of vacuum, or flow to the right area in the carb. I guess you checked the diaphrams to see if they were OK.

When you rebuilt the carbs, is there any chance the chokes were put on the wrong carbs (they look identical, but are in fact left and right) or is there a possibility the idle jet is plugged (the fact that it won't idle) you should be able to see light through it. Also, white smoke is an indicator of oil burning, could the plugs be fouled? Notice in this diagram how the mix screw and idle jet are connected and will effect idle mixture and off idle response. You should get flow up through those small holes in the venturi when carb cleaner is sprayed up through either opening while blocking the other with your finger. Another thought, try blowing through the mixture screw hole while blocking the holes in the venturi. You should see it come out the idle jet. I repeat (without the amusing coolant part): burning oil does not make white smoke, it makes blue smoke.
Also, although coolant contains water, coolant is only part water. The water turns to steam, the Ethylene Glycol burns to white smoke. In fact, glycol is the key ingredient in smoke machine fluid, where it makes a nice white smoke.
