It doesn't really matter, just be sure to get the end play down to nothing. It only needs to be loose enough that the rocker arm turns OK. The wavy washer will be flattened out, so it is fairly useless.

Those just slide on with hand pressure.

Got it. FYI a couple people have already expressed preference for the the earliest date. One had a conflict with the second date. Only one (you) has expressed a preference for the latter date so far.

In switching over to the flat washers from the wavy washers do I need more than 4? Are they like shims where you keep adding more to get rid of the end play?

No, just one per rocker. Lots of room for up/down left/right adjustment with the early setup.
