What happened to cause that much damage to the cover? Pictures of the whole bike would be nice too!

We have been unable to determine WHY this was done, it happened somewhere back in the mists of time. Here are a couple of pictures, as delivered to the restoration-guy 10/2008 and as of 2/15/2011.
