I am assuming you have the cover with two o-rings, correct? If so, then the paper gasket is not needed and can cause the problem you describe. Check the large o-ring carefully for any nicks or cuts when you pull it off, and that the shim that goes between it and the case has its sharp edges, if any, on the inboard side. I have a small prob with startmoter, it's ok cold, but hot it sometimes does'nt engage so I'll pull it out in the morning
and clean it up.
