Split nut for steering neck vs orientation of clamp

The manual says the split in the collar that goes around the nut should be lined up with the split in the tightening nut.

But on two /5's I've seen lately, the locking collar's is at 12 o'clock (in relation to the lower triple tree) but the split nut is elsewhere .

Is the photo wrong? should the locking collar be lined up with the split nut regardless of where the split falls? It seems that it would be more effective that way but won't be neat and tidy looking.

Those parts were used in 70 & 71 on the /5, but also on the older /2 telescopic (US) forks. They didn't work well at all. Dump them and get the 72 and later parts.

They should be lined up for easy adjustment.
Ask the Indians what happens when you don't control immigration.
